You have 20 days after opening a dispute to submit a claim. It’s worth noting, however, that some purchases are exempt from buyer protection such as:

- Motor Vehicles

- Prepaid Cards

- Items that violate PayPal’s policies

It can be infuriating when you need to return an item to a seller but while they will happily provide you with a refund, they won’t cover you for return postage, leaving you (unfairly) out of pocket.
Not to worry, PayPal buyer protection has your back here, too! In this instance, PayPal will cover your return shipping costs up to a value of $30.
This is a little known fact that is a great benefit over making payments using methods besides PayPal.
How Do I File a Buyer Protection Dispute?
Filing a PayPal Buyer Protection claim is simple. Just follow these quick steps and you’ll be on your way to a successful return / refund experience.
1. Log in to your PayPal account.
2. Find the transaction in question, and click to view the transaction details.
3. Scroll to the bottom of the details page, and click the link for Resolution Center.
4. Follow the instructions to submit your dispute, and provide any requested documentation.
